TDI was founded in 1988 to fulfill a need for high-quality, rapid-delivery technical documentation for the Naval Air Systems Command (NAVAIR). Several years later, this work expanded to the Space and Naval Warfare Systems Command (SPAWAR), and in 1993, TDI started supporting its first Foreign Military Sales program. Over the next 10 years, TDI continued to provide operational, technical, and management support for various Navy programs.
Since 2003, TDI has grown to offer our customers technology-driven solutions focused around core competencies in research and development, cybersecurity, software development and engineering, and engineering services.

President and CEO
Dean has been President and CEO of TDI since 2005. He brings over 20 years of business and technical experience. Dean began his career at TDI managing contracts and providing engineering expertise to Navy customers. He currently plays an active role in all corporate administrative and operational functions. His engineering background and leadership skills have transformed TDI from a company focused on technical documentation to a trusted provider of professional services, including engineering, cybersecurity, software development and research and development projects. Dean has a Bachelor of Science degree in Electrical Engineering from Widener University. He has previously worked in engineering capacities for Boeing Company and W. L. Gore Associates.
Vice President, Operations
John joined TDI in 2013 to provide senior-level management and business development expertise. John brings over 30 years of experience in providing professional services to the federal government. His technical background spans information technology, software development, and engineering services. Throughout his career, John has managed technical support contracts of up to $50M and over 100 contract employees. He has also been responsible for capture management and proposal development for technical services contracts up to $100M.
John has a Bachelor of Science degree in Computer Science from Arcadia University. He has previously worked in varying capacities in operations and business development for Sabre Systems, Keystone Computer Associates, and Leeds and Northrup Company.
Vice President, Strategic Development
Vince joined TDI in 2018 and has provided insights into various customers as well as a strategic focus for optimal implementation of the company’s capabilities and technologies. Vince brings over 30 combined years of experience working within the federal government as a federal employee and has also provided services to the federal government as a contractor. During his career, Vince has worked in various capacities supporting the US Navy and other agencies. Vince has technical and management experience and held positions in numerous areas. While employed at the Naval Surface Warfare Center in Philadelphia, Vince held multiple technical and management positions and has expertise in various projects and programs including Condition Assessment and Remote Monitoring, SmartShip, Controls and Automation, Integrated Logistics Support, and Acquisition Management. As a support contractor, Vince provided expert support to the Department of Navy Chief Information Officer (DONCIO) and to the Department of Interior Bureau of Land Management (DOIBLM). While supporting DONCIO, Vince helped launch the first deployment of the Navy’s smartcard, in what eventually became the Common Access Card (CAC) used today by DoD and other Federal Agencies. While supporting DOIBLM, Vince helped implement smart card solutions to solve both physical and logical access issues. Vince holds a Bachelor’s of Science degree in Mechanical Engineering from Penn State University.
Robert Rodgers, PE
Vice President, Engineering
Bob joined TDI in 2018 as TDI commenced supporting NSWC Philadelphia Division in implementation of innovative technology for life cycle management of Hull, Mechanical, and Electrical systems for the US Navy. Bob brings 15 years of experience in systems engineering crossing a variety of industries including power, rail, commercial maritime, and defense. Bob is responsible for management of all TDI support to NSWCPD, including personnel and contracts.
Prior to joining TDI, Bob worked in a variety of engineering management and leadership roles, including with McKean Defense, GE Transportation, and NSWCPD. He has supported defense acquisitions programs for new ship classes, life cycle sustainment and modernization, and innovation of ship integration, condition assessment, and data analysis and utilization. Bob is a licensed Professional Engineer and has a B.S. in Electrical and Computer Engineering from Gannon University and a M.S. in Engineering Management from Drexel University.
Vice President, Research and Development
Nick is the Vice President of Research & Development at TDI, and provides expertise in unmanned systems, autonomy, machine vision, and data analytics. Nick manages TDI’s R&D portfolio and works with Government and commercial partners to determine innovative ways to solve their technical challenges. Throughout his career, he has served as Program Manager (PM) and Principal Investigator (PI) on several DARPA, ONR, and NSWCPD programs. Nick holds Bachelor of Science and Master of Science degrees in Mechanical Engineering from Villanova University. He has previously worked as a research scientist at Lockheed Martin with a focus on unmanned systems.
Director of Cyber-Ops & Forensics Solutions
Dr. Avinash Srinivasan holds a Ph.D. in Computer Science, as well as a Master’s in Computer Science and a Bachelor’s in Industrial Engineering. Dr. Srinivasan has held numerous academic jobs since 2008: Bloomsburg University (2008-2011), George Mason University (2012-2014), Temple University (2014-2018), United States Coast Guard Academy (2018-2019), and is currently an adjunct professor at Penn State University. His research interests span the broad areas of cybersecurity and forensics. In particular, his research focuses on network security and forensics, security and forensics in cyber physical systems, and critical infrastructure, steganography and information hiding, cloud computing forensics challenges, and privacy and anonymity. Dr. Srinivasan has administered several grants from agencies including DoD, DoEd, DoJ, DHS, and NSF. Currently, he is the PI and the technical lead on. DoD/Navy SBIR Phase-II grant focusing on building live-forensics capabilities for Machinery Control Systems. He has published about 50 papers in prestigious refereed conferences and journals including IEEE INFOCOM, ICDCS, and ACM SAC. Dr. Srinivasan is a Certified Ethical Hacker (CEH) and Computer Hacking Forensics Investigator (CHFI) and has trained both law enforcement officers and civilians in security and forensics topics.
Director of West Coast Operations
TDI welcomed Brent Starr in April 2021 as our Director of West Coast Operations. Brent’s extensive background includes 26 years of Federal Service working in systems engineering and program management positions at NIWC, NAVWAR, and PEO C4I. Additionally, he worked in Nuclear Command, Control, and Communications (NC3) for 8 years. Prior to joining TDI, Brent served as the Deputy Program Manager at PMW 770. Brent is committed to dedicating his career to leadership and innovation. He is currently attending Liberty University’s Master of Science program in Executive Leadership and holds a Bachelor of Science Degree in Information Technology from Touro University.
Janet Hirsch, SPHR, SHRM-SCP
Director, Human Resources
Janet joined TDI in 2018 to provide human resources and recruitment expertise. Janet brings over 30 years of Human Resources experience serving as a strategic business partner leading the HR function, analyzing performance metrics, and aligning HR strategies to organizational goals. Janet is responsible for all aspects of human resource management and compliance. Janet is a member of the Society for Human Resources Management (SHRM) and is certified as a Senior Professional in Human Resources (SPHR) and also as a SHRM Senior Certified Professional (SHRM-SCP). Janet has a Bachelor of Science degree in Technical Management. She has previously worked as Vice President, Human Resources for VFL Technology Corporation, as well as global companies such as CSL Behring and Godiva Chocolatier.
Nikki joined TDI in June 2018 as the Director of Finance where she manages all aspects of finance and accounting. Nikki brings over 12 years of experience in the information technology, engineering and services industry. She started her accounting career at Pennoni Associates as a project accountant and transitioned into corporate accounting. Since then, Nikki has helped in her role with profitability, cash management and forecasting as well as DCAA regulations.
Nikki has a BS degree in Business Administration, focused in Accounting, from Saint Joseph’s University. She has previously worked for Sabre Systems, Thrivest Link, and Tecta America.
Susan is the Director of Contracts, bringing over 18 years of government contract and subcontract management experience. Susan is responsible for all contract management and administration along with all subcontract management and contract compliance. She is a longtime member of the National Contract Management Association (NCMA), serving currently as the Vice-President of the Greater Philadelphia Chapter and previously served as the Treasurer for three consecutive terms. Susan joined TDI in 2019 to enhance the current contracts department and has earned her Master Certificate in Contract Management from Villanova University. She has previously worked in contract capacities for Sabre Systems and Olympus Building Services.
